The case was the third time after e-KTP had also been scattered in the Bogor, West Java and Serang, Banten regions.

"If I look at the current conditions, I think the management of e-KTP by the government is not maximized. The e-KTP case was repeated again. Then recently there was a blank sale and purchase case. So there are things that have not been resolved by the government, "said Executive Director of the Regional Autonomy Implementation Monitoring (KPPOD), Robert Endi Jaweng.

He said the issue was scattered might be considered a technical problem. However, he considered that this shows that supervision has not been maximized.

"There is indeed an e-KTP that is damaged not only physically but also in data. So pengawsan becomes crucial. The head of the service is under the guidance of the general director of dukcapil, which should be easier. But I don't know why it looks so difficult, "he said.

Endi said that one of the basic problems of e-KTP was the target of the crime because it had not functioned properly. He considered e-KTP should be the only public access to get public services. But he saw e-KTP as just a physical document, so it was easily faked and misused.

"We go to the e-KTP airport only. Then it can also be copied. "If this becomes a single access and the data is already good, even though many falsify e-KTPs, they cannot be used," he said.

He hopes that this will not be taken lightly by the Ministry of Home Affairs (MOHA). Especially in this political year the issue of e-KTP is very easily politicized. According to him if it is not immediately completed it will be a time bomb after the 2019 election.

"Maybe the government says this is a technical problem. But in the political year everything can be politicized. "If something goes wrong after the election, there will be those who sue," he explained.

In addition, Endi said this was closely related to public trust. If this keeps repeating without any seriousness to complete it, the public marketing will decrease. In this case, it is not only the commerce of population data but also election results.

"There is still time to ensure that the Ministry of Home Affairs is in full concentration. Not only the Ministry of Home Affairs Dukcapil but also in the district dukcapil. Meanwhile the police have identified thousands of electronic identity cards (e-KTP) inside the sacks found in Pondok Kopi, East Jakarta, on Saturday. Most of the E-KTPs are known to have expired.

Duren Sawit police chief, East Jakarta Kompol Parlindungan Sutasuhut said, thousands of e-KTPs that were found as the first print were not valid for life. In the e-KTP there is still a validity date.

"But some are still valid, there are those who expire in February 2019, some of which are this December. But those that have expired are many," he said.

He said, there was someone who wanted to take the item. The person claimed to be from the DKI Jakarta Population and Civil Registration Office (Disdukcapil). But that person cannot show his official identity. "When asked for identity, he left instead," he said.

According to him, this case is still being investigated, especially to investigate the motive for the existence of e-KTP at the location. "There is no CCTV in the area, the gardens are like that. If I value it, it doesn't seem to accidentally fall," said Parlindungan. Furthermore, the evidence was immediately handed over to the East Jakarta Metro Police Station. "It will only be handled at the top level," he said.

Member of Commission II of the House of Representatives Achmad Baidowi encouraged the Ministry of Home Affairs (MOHA) to conduct an internal audit regarding the KTP Electronic (e-KTP) case scattered at Pondok Kopi, Duren Sawit, East Jakarta. This step needs to be done to find out whether there is an element of sabotage or not. Because, a similar event is not the first time this has happened. "The Ministry of Home Affairs must conduct an internal audit regarding this case considering this is not the first time. Meanwhile the Director General (Director General) of the Ministry of Home Affairs Dukcapil, Zudan Arif Fakrulloh, said that his office had checked the findings of e-KTPs scattered in East Jakarta. He said that the total e-KTPs scattered were 2,153 pieces. "From checking, no e-KTP was found outside East Jakarta. Where 63 pieces of e-KTP were damaged, 2014 printouts were 3 pieces, and the printing results in 2011-2013 were 2,087, "he said.

Zudan said that for printed e-KTP in 2011-2013 it was the responsibility of the PNRI consortium. Where the results of the printing were not distributed through the Directorate General or the DUkcapil Service but directly to the sub-district. "We also do not know where the e-KTP was taken from and who discarded it. We give the investigation fully to the Polda Metro Jaya, "he said.

Zudan has also instructed all his staff in the area to do checks. This was done following various incidents ranging from illegal fishing operations (OTT), forgery of e-KTPs at Pasar Pramuka, blank sales in online stores and the findings of discarded e-KTPs.
